Position: Research Officer #3 (61-03)
Location: Research Unit, Local Services and Collective Bargaining Division, 2550 Victoria Park Ave. Suite 400, North York, ON. M2J 5A9
Reporting To: Supervisor, Research Unit
Start Date: To be determined
Salary: $1,755.00 to $1,951.00 per week (Range 4 – Pro-Tech)
Working Conditions: As provided in the OPSSU Collective Agreement

Applicants interested in applying must be able to fulfill the following qualifications listed below:

Principal Duties:

Provides specialized and statistical data to support collective bargaining; prepares and presents briefs to Boards of Interest Arbitration

  • Writes and presents briefs for interest arbitration
  • Provides research knowledge to Negotiations, Local Services Operations and other Units
  • Develops strategies, proposals, arguments and concepts relating to the collective bargaining and related sectoral policy issues
  • Evaluates and analyzes wages, pensions, benefits, working conditions and related legislation and develops appropriate strategies and proposals
  • Provides bargaining table support to major bargaining groups
  • Prepares research for conferences, the Executive Board and others as requested
  • Reviews data prepared by Research/Sector Assistants
  • May represent OPSEU on external committees
  • Performs other related duties as assigned

Qualifications:

  • Undergraduate degree (or an equivalent combination of education and experience) and four years related work experience
  • Requires advanced PC skills and knowledge of relevant software packages
  • Advanced research skills and advocacy and numeracy skills
  • Tact and Diplomacy skills
  • Knowledge of specialized databases and laserfiche
  • Knowledge of OPSEU negotiating procedures
  • Knowledge of costing
  • Knowledge of economic trends, policy issues and legislative changes affecting bargaining sectors
  • Knowledge of OPSEU organization, structure and policies; knowledge of own Unit as well as familiarity of operations of other Units
  • Understanding and commitment to Labour/Social Democratic Philosophy and Diversity
