Update from the bargaining table
Your Correctional Bargaining Team met with the Employer on
October 22 and 23. While we were able to sign off on a few items, the Employer failed to provide meaningful responses on the issues that matter most.The Employer has continuously failed to demonstrate any urgency to bring this round of bargaining to a close. It is clear that we need a third party involved to push this Employer along and get us closer to an agreement that respects the work we do. To that end, your Bargaining Team is working with the Employer to secure a well-established Mediator to assist the parties.In addition, your Bargaining Team has advised the Employer that we will be filing for conciliation with the intent of having a conciliator on standby. Filing for conciliation now ensures that we can obtain a No Board report quickly, should mediated talks fail to produce a negotiated settlement. A No Board report is a required step before proceeding to arbitration.Your Bargaining Team is not interested in being trapped in a
never-ending bargaining cycle. We have bargaining dates scheduled for
November 4th, 5th, 25th, and 26th. The parties have agreed that mediation will take place after those sessions, though specific dates have not yet been confirmed.Your Bargaining Team remains focused and determined to bring back a fair, respectful, and meaningful agreement. Should the employer continue to be unwilling to negotiate a fair contract, your team will take the necessary steps to bring this round of bargaining to a close.
What is Conciliation?
Conciliation is a
formal step under Ontario labour law that would bring in a government-appointed conciliation officer from the Ministry of Labour, Immigration, Training and Skills Development. The conciliation officer’s role is to assist both sides in reaching a settlement. If conciliation does not result in an agreement, the conciliation officer can issue what’s known as a
“no-board report.” This is required to move to the next stage of bargaining —
Arbitration.
