Ontario Labour Relations Board (OLRB) Hearing
On Tuesday, May 26, your OPS Unified Central Employees Relations Committee (CERC) entered into our formal hearing at the Ontario Labour Relations Board (OLRB) in our challenge of the provincial government’s Return-To-Office mandate. We were able to conclude the hearing in one day and the final decision is now in the hands of the Chair of the Ontario Labour Relations Board, Brian O’Byrne, who will take our arguments into consideration and issue a final decision on if the RTO mandate was a breach of the freeze provisions. While we do not have a set timeline for when this decision will be issued, we do anticipate that it will come before the end of the year.
We will continue to keep members updated as news becomes available and encourage members to keep an eye on the CERC landing page for any additional information.
Unified for Solidarity
OPS Unified is committed to building strength through solidarity. This includes raising awareness and protecting workers’ rights, social safety nets and rallying to support other sectors and coalitions in communities across the province.
While we stand in solidarity with all of our OPSEU/SEFPO members, here are some of the activities currently happening, and to find out how to support members, visit:

Update – Essential and Emergency Agreements (EESA)
Your bargaining team continues to meet with the employer to negotiate the Essential and Emergency Service Agreements (EESA).
We recognize that this is a long process, and there are still many more months of negotiations to go. These agreements have not been reviewed in over 20 years. We also need to remember that the employer refused to provide any disclosure documents for a year – this means we could not do face to face bargaining with the employer. We spent our time doing our research, looking at job descriptions and working with local presidents to get essential service information.
Since receiving disclosure in June of 2025, we have been actively working on the Worksite Agreements and continuing to meet with the employer. These agreements, once completed, will be the basis for future EESA negotiations.
Update, information and resources can be found at our landing page: OPS – Unified – OPSEU/SEFPO
