Dear members,
Your bargaining team has received arbitrator Colin Johnston’s Central Arbitration Award today and we are writing to provide you with the link to the award as well as a general summary.
This Award applies to all HPD members covered by the central agreement.
We are currently organizing a member townhall on the evening of Wednesday August 26 to answer questions about the award. We will circulate the invitation in the coming days along with a more detailed summary of the award.

Award Summary
Term
April 1, 2025, to March 31, 2027.
General Wage Increase
- 3.00% effective April 1, 2025
- 2.25% effective April 1, 2026
- New wage grid for Registered Respiratory Therapists (RRT), wage adjustments for the senior and charge RRTs.
- New wage grid for Perfusionists.
*Any wage increases or adjustments to the grids will be paid retroactively.
* The dues levy should not be applied to retroactive earnings earned before September 1, 2026 even if those earnings are paid after September 1, 2026.
Non-wage improvements – effective August 17, 2026
- Night and Weekend Premium – Increase night premium by $0.10 per hour. Increase the weekend premium by $0.10 per hour.
- Standby Premium – Increase the standby premium by $0.15 per hour for weekdays and weekends.
- Meal Allowance – Increase allowance from $4 to $6 per meal
Insured Benefits
- Correct the vision care benefits rate from $350 to $450.
- Increase the benefits for physiotherapy, chiropractic, and massage from $300 to $450 per benefit, annually.
- Increase lifetime maximum for orthodontics from $1500 to $2500.
- Increase crown, bridge, and repair work from $1500 to $2500 annually.
- Add a new mental health benefit of $800 annually. The benefit can only be applied to the fees of registered psychologists, registered psychotherapists, and registered social workers.
- Increase the dispensing fee from $9 to $11.99.
Pregnancy and Parental Top- Up
- Increase the percentage of pregnancy and parental top-up from 84% to 93%.
Vacation Entitlement
Full-time
- 5 weeks of vacation entitlement after 11 years of service
- 7 weeks of vacation entitlement after 25 years of service
Part-time
- 5 weeks of vacation after 18,150 hours of continuous service
- 7 weeks of vacation after 41,250 hours of continuous service.
EMPLOYER PROPOSALS
The Board awards the following Hospital proposals.
Temporary Vacancies
- Amend Article 13.01(b)(vi) to increase from 6 months to 12 months.
Extended Tours
- Amend Article 29.01 to add the sentence, “Such agreement will not be unreasonably denied. It is not unreasonable for the Union to deny an hours-of-work agreement when the employees in the affected unit vote against it.” after the first sentence in the article.
LOU – Integration for the Delivery of Health Services
- Amendment to the LOU to replace the references to Bill 136 to the Connecting Care Act, 2019. Addition of a new paragraph (h) to the LOU. Found on page 22 of the award.
