Following the Corrections Arbitration Award issued by Arbitrator Kaplan in December 2023 OPSEU/SEFPO has been working to get the Employer to implement the new Nurse Experience Credit Letter of Understanding (LOU).
We are pleased to announce that on April 28, 2025 a Memorandum of Agreement was signed by the Parties, including Guiding Principles for applying the experience credit and Proration Guidelines for the calculations required.

Per the terms of the MOA, current nurses have 90 days from the date of implementation to submit their claim using the form the Employer has developed. The Employer has selected May 9, 2025 as the implementation date, which means any Nurse making a claim under the Nurse Experience Credit language will need to submit the completed form to their manager by Friday August 8, 2025 to be considered.

This MOA also applies on a go-forward basis. Nurses hired after May 9, 2025 will have 90 days from their date of hire to submit a claim to their manager.
The Employer has advised that Nurses in the Correctional Bargaining Unit will begin to see adjustments on their September 11, 2025 pay date with any retroactive payments owed made by October 9, 2025. For Nurses hired prior to and including December 4, 2023, if any retroactive payments are owed, they are limited back to December 4, 2023, as it was the date of the arbitration award. For Nurses hired after December 4, 2023 any retroactive payments are limited to their date of hire.
