Union boss describes deplorable jail conditions (Ottawa Sun)

On any given day, the Ottawa-Carleton Detention Centre could well be described as the worst jail in the province. So says Warren (Smokey) Thomas, the president of the Ontario Public Service Employees Union (OPSEU), who is touring some of the province’s jails.
