It’s not too early to elect your BPS Conference and Sector Divisional delegate(s)!

The formal call out for the BPS Conference and Divisional Meetings will be sent in August 2025. Until then, here is a quick guide on how delegate election works for the BPS Conference:

How are delegates elected? How many can we send?

Delegates to the conference and divisional meetings must be elected as per OPSEU/SEFPO Policy.

Delegate entitlement (the number of delegates you can send) is determined by BPS bargaining unit, not by local. A bargaining unit is a group of employees covered by a single collective agreement.

Elections must be held in each bargaining unit to determine the number of delegate(s) that may participate in the events. If there is more than one BPS bargaining unit/employer contract within the same local, each bargaining unit is entitled to a delegate from that unit.

The delegate entitlement for the following OPSEU/SEFPO BPS sectors is based on Convention formula by BPS bargaining unit (not local):

  • Sector 2 – Developmental Services
  • Sector 3 – Boards of Education and Cultural Institutions
  • Sector 5 – Community Agencies
  • Sector 7 – BPS Corrections
  • Sector 9 – Universities
  • Sector 10 – Hospital Professionals
  • Sector 11 – Hospital Support
  • Sector 14 – Private Contractors
  • Sector 17 – Community Health Care Professionals
  • Sector 18 – Mental Health and Addictions
  • Sector 19 – Canadian Blood Services & Diagnostics
  • Sector 20 – General
  • Sector 26 – Liquor Board Employees

The following sectors have bylaws which allow them to have a different delegate entitlement (please reference your sector by-laws for specific details):

  • Sector 1 – Ambulance
  • Sector 4 – Children’s Aid Societies
  • Sector 8 – Long Term Care and Related Facilities
  • Sector 13 – Municipalities
  • Sector 15 – Children’s Treatment Centres
  • Sector 16 – Property Assessors

Who pays the expenses for delegates, alternates and observers?

The OPSEU/SEFPO central budget will only pay for delegates’ expenses. While alternates are welcome, space is limited. If the local elects alternates and/or observers, those expenses may be paid by the local.
