On November 7, the Ministry of the Solicitor General (SolGen) indicated that they were informing Sergeants who had elected to move into Corporal (Correctional Supervisor) positions that they would instead be assigned into vacant Staff Sergeant positions in the Ministry.

At yesterday’s Ministry of the Solicitor General – Corrections Ministry Employee Relations Committee (MERC) meeting, the Employer advised us that they are proceeding to fill the 107 Corporal (Correctional Supervisor) positions that were posted in May 2023.

The Ministry of the Solicitor General was wrong to directly assign former managers into newly-created “correctional supervisor” positions in the OPSEU/SEFPO Correctional Bargaining Unit without competitions open to OPSEU/SEFPO Correctional Bargaining Unit members, according to a recent Grievance Settlement Board (GSB) decision.

OPSEU/SEFPO has become aware that the Ministry of the Solicitor General has begun issuing letters to current Sergeants/employees identifying the outcome of the Employer’s election process for the new Correctional Supervisor and Staff Sergeant positions, including some employees being informed of direct assignment to a different institution as a Correctional Supervisor.
OPSEU/SEFPO has filed a policy grievance that the Employer has violated Article 6 (Posting and Filling of Vacancies or New Positions). In order to address individual remedy, employees affected by this are advised to file individual grievances through OPSEU/SEFPO at the Grievance Settlement Board (GSB), in addition to grievances/complaints through the Public Service Grievance Board (PSGB).
Due to the tight timelines at the PSGB, employees only have 14 days to file a complaint.

Ministry of the Solicitor General releases additional information on Correctional Sergeants

The Ministry of the Solicitor General (SolGen) released additional information on their intended reorganization on December 14, 2022. The full memo can be read here.
SolGen indicated that they identified a total of 572 Sergeants and 48 Staff Sergeants in the province – to a total of 620 positions. The memo indicated that there would continue to be 620 positions allocated as 182 Correctional Supervisors and 438 Staff Sergeants. SolGen reiterated that there would be no loss of positions as a result of their organizational review.
The Union remains troubled by SolGen’s allocation of positions, particularly with several institutions being allocated zero Correctional Supervisor positions.
On December 14, 2022, OPSEU/SEFPO President JP Hornick and BMERC Co-Chair Chad Oldfield sent a detailed letter to the Ministry of the Solicitor General and Treasury Board Secretariat outlining the Union’s concerns with the Employer’s proposed reorganization of staffing in adult correctional institutions.

Reclassification of Sergeants in the Ministry of the Solicitor General

On Nov. 2, 2022, the employer sent out a memo to all Sergeants as well as all employees in the Ministry of the Solicitor General regarding the reclassification of Sergeants in our Ministry. This is the most current step in a long process that began more than a decade ago when Sergeants first attempted to unionize.
OPSEU/SEFPO looks forward to welcoming as many current Sergeants into our Correctional Bargaining Unit as possible once the reclassification process is complete. We will be providing updates and information along the way here at www.opseu.org/corsergeants as it comes available.
