A new provincial bill designed to clean up political donations was slammed by local groups who say it would muzzle debate. Ron Kelly, an official with Local 109 of the Ontario Public Service Employees Union, said media advertising is expensive and the caps are too restrictive. “Voters should have as much information as possible.
