Convention can be overwhelming – New Delegate Seminar helps demystify the event

Thousands of OPSEU/SEFPO delegates, alternates, and observers will converge on the Metro Toronto Convention Centre to shape the direction of our union through debate and voting on key policy and constitutional resolutions. Convention 2025 – our union’s highest-ranking authority – is taking place from April 24-27, 2025, in a hybrid format, with both in-person and virtual attendance.

For many first-time attendees, the scale of Convention can feel overwhelming. That’s why the New Delegate Seminar, held the evening before Convention officially opens, is a crucial orientation designed to demystify the process and help newcomers feel more confident and informed.

This year’s seminar welcomed approximately 75 attendees in person, with an additional 70 tuning in online. Barb Byers, OPSEU’s Advisor on Rules of Order, walked those in attendance through Robert’s Rules of Order and what to expect on the floor during Convention. Attendees had a chance to see examples of pro and con mics in action, and had a chance to vote on mock resolutions.

Byers took participants through the basics of Robert’s Rules of Order and how motions, amendments, and debate unfold on the Convention floor. “Rules matter,” Byers noted, “but we shouldn’t let them overshadow the reason we’re all here – to do the work of the union.”

The session also featured insights from Christine Kelsey, Chair of the Resolution Committee and Dave Wakely, Chair of the Constitution Committee, who explained the key differences between resolutions and constitutional amendments. Delegates were encouraged to review all documents in advance and come prepared to engage in meaningful, informed debate.

Equity representatives wrapped up the seminar by walking attendees through the mandate of the various equity groups and what activities and events were coming up.

Whether it’s your first Convention or your fifteenth, the New Delegate Seminar is a reminder of what makes OPSEU/SEFPO strong – solidarity, shared learning, and collective action.
