The Executive Committee was called to order at 9:14 a.m. President Thomas was in the Chair. All members were present except First Vice President/Treasurer Eduardo Almeida; the reason was acceptable to the Chair. Peggy Maybury, Executive Assistant to the President was also in attendance.

$15 & Fairness Campaign

WHEREAS the provincial government has established a “Changing Workplaces Review” panel to review and make recommendations on changes to the Employment Standards Act (ESA) and the Ontario Labour Relations Act (OLRA); and,

WHEREAS, OPSEU has encouraged members to make deputations and submissions to the Changing Workplaces Review identifying key reforms that are needed to protect and extend workers’ rights and protections in the workplace, and address the negative impact that the increase in the use of contract, part-time, casual and other forms of precarious work is having on jobs and workers in Ontario; and,

WHEREAS the Changing Workplaces Review is expected to release a series of reports between February and October 2016, prior to the Government introducing changes to the ESA and OLRA in fall 2016; and,

WHEREAS labour, anti-poverty and community organizations are working together as part of the Ontario-wide Campaign for “$15 & Fairness” to build the fight for a $15
minimum wage and to improve the wages, benefits, workplace rights, employment standards and labour laws and for low-wage, part-time, precarious and vulnerable workers; and,

WHEREAS OPSEU has formally endorsed the $15 & Fairness campaign, and encouraged members to participate, support and build the campaign and its actions;

THEREFORE BE IT RESOLVED THAT the OPSEU formally endorse the April 15 “Fight for $15 & Fairness Day of Action”; and,

BE FURTHER RESOLVED THAT the OPSEU actively promote the April 15 day of action at OPSEU’s 2016 convention and encourage members attending convention to take part in a lunch-time march from the convention site to the $15 & Fairness rally taking place at the Ministry of Labour at 400 Bay St.; and,

BE FURTHER RESOLVED THAT the OPSEU continue to support the $15 & Fairness campaign and the fight for key reforms to increase workers’ rights and protections under ESA and OLRA, and encourage members, locals and area councils to participate in the campaign in their areas.

Whereas the MPAC members who worked in Parry Sound previously were transferred to the Bracebridge office, and;

Whereas there is an existing Local with MPAC members in Bracebridge, and;

Be it resolved that Executive Committee recommend to the Executive Board that the 9 members who worked in Parry Sound be transferred from Local 319 to Local 317.

Solidarity Reserve Fund Requests

THEREFORE BE IT RESOLVED THAT the Solidarity Reserve Fund provide up to $5,000 to pay actual legal costs incurred by the member in his legal action concerning sick benefits, on the conditions that: 1) counsel’s retainer and rates are approved by OPSEU counsel; and 2) counsel makes reasonable efforts to seek legal costs as part of any settlement or order.
