The Executive Committee was called to order at 9:15a.m.President Thomas was in the Chair. All members were present. Clarke Eaton, Advisor to the President, Linda Mariana, Executive Assistant to the President,were also in attendance.

Therefore be it resolved that the OPSEU/SEFPO Executive Committee adopt the OPSEU/SEFPO Executive Committee Minutes of January 20, 2021 and the February 4, 2021 E-poll.

President’s Report

Sector 13 – Municipalities Bargaining Conference

Moved by Thomas/Langford

Whereas the Sector 13 Divisional Executive have made it a priority to hold a bargaining conference and put together a document outlining the superior provisions within each of the 33 Collective Agreements within the Sector; and

Whereas the Sector would like to look at a coordinated approach to bargaining with the units in the Sector to gain greater strength at the bargaining table; and

Whereas a bargaining conference will give the unit delegates from the Sector the tools, knowledge and information to negotiate better Collective Agreements for the members in the Sector;

Therefore be it resolvedthat the OPSEU/SEFPO Executive Committee approve the funding for a Sector 13 Bargaining Conference to be held in April 2021 in accordance with the details and outline of this proposal and that the funds be drawn from the contingency fund.

Whereas OPSEU/SEFPO is the certified bargaining agent for more than 300 people who work at Georgian Village and Manor in Penetanguishene; and

Whereas according to OPSEU/SEFPO policy they meet the threshold for their own local;

Therefore be it resolved that the OPSEU/SEFPO Executive Committee recommend to the OPSEU/SEFPO Executive Board approve the members who work at Georgian Village and Manor be assigned their own local; and

Be it further resolved that the members will be assigned Local number 394

Whereas OPSEU/SEFPO is the certified bargaining agent for the Southlake Rehab Group; and

Whereas according to OPSEU/SEFPO policy they do not meet the threshold for their own local; and

Whereas there is already a Local at Southlake Regional that has voted to welcome the Rehab Group from Southlake into Local 3887;

Therefore be it resolved that the OPSEU/SEFPO Executive Committee recommend to the OPSEU/SEFPO Executive Board to approve the members who work in Rehab at Southlake be assigned to Local 387.

Whereas OPSEU/SEFPO is the certified bargaining agent for St. Elizabeth Clarington and Durham Legal Clinic; and

Whereas according to OPSEU/SEFPO policy they do not meet the threshold for their own local; and

Whereas Local 361 has voted to welcome both groups into their Local;

Therefore be it resolved that the OPSEU/SEFPO Executive Committee recommend to the OPSEU/SEFPO Executive Board to approve the members who work at St. Elizabeth Clarington and Durham Legal Clinic be assigned to Local 361.

Whereas the group wants to be a stand alone unit and the staff rep supports this as the group is engaged and ready to hold elections;

Therefore be it resolved that the OPSEU/SEFPO Executive Committee recommend to the OPSEU/SEFPO Executive Board to approve the members who work in the newly organized unit from Stevenson Memorial; and

Be it further resolved that the members will be assigned Local number 396

Solidarity Reserve Fund Requests

Therefore be it resolved thatthe Solidarity Reserve Fund provide up to $5000.00 for each of the five members to pay for legal costs they incur in their defence to criminal charges, provided that criminal counsel continues to charge reasonable rates, as approved by OPSEU counsel.
