Workers at Children's Aid Society of Ottawa are on strike for a fair future.

Endless burnout, chronic deficits, ever-shrinking resources — years of cuts and provincial underfunding have strained Children’s Aid Societies across the province. Agencies are forced to shrink year after year through site closures and mass layoffs that the kids & families they support can’t afford. 

The most vulnerable kids in our communities are slipping through the gaps. Under a government prioritizing corporate interests, it’s not just our healthcare and public services under threat — kids are coming last, too. 

Conditions at Children’s Aid Society of Ottawa are at a breaking point. Now, over 320 CAS Ottawa workers, members of OPSEU/SEFPO Local 454, are on strike for the future of the agency, a last resort for change. 

Provincial funding neglect has led to mass layoffs at CAS agencies across Ontario: workers in Ottawa are next in line. The agency is in crisis. Layoffs will have devastating consequences for workload and only make it harder for workers to do their jobs of keeping families together.

Donate to Local 454 on strike

OPSEU/SEFPO Locals can make donations in solidarity with any OPSEU/SEFPO members who are on strike, including the members of Local 454 – Children’s Aid Society of Ottawa.

There are three ways your Local can donate:

1. By electronic bank transfer

You can e-mail a donation  to Please note your Union # and donation recipient in the e-transfer message, like so: “Local ____: Donation to Local 454.”

2. By mailing a cheque

In the cheque’s memo line, please include: “OPSEU Local 454”. The cheque can then be mailed to: OPSEU/SEFPO Ottawa Regional Office, 2525 St. Laurent Blvd., Suite 103, Ottawa, ON, K1H 8P5

 3. By using your Local’s dues rebates.

By completing the online form below, your Local can authorize OPSEU/SEFPO to send a portion of your quarterly dues rebate to support Local 454.

In order to donate by dues rebate:

    • Your Local’s Trustee Audited Reports (TARS) must be up to date
    • The donation must be authorized by two of your Local’s officers (e.g. Local President, Treasurer, Secretary-Treasurer, Vice-President, or Chief Steward)
